The guard posted at the northern gate's right mentions he ordered some training weapons from the blacksmith's wife, but they still haven't arrived. He wants you to go to the shopping district and ask her to send them over.
Speak to the woman sitting by the stand of spears by the Blacksmith shop in the Village, and she will complete the quest and reward you.
